The woman inside the wagon is believed to be Ellen 'Topsy' Austin (nee Coleman) granddaughter of 'Lord' George Sanger. The man sitting on the steps is believed to be Harry Austin, Ellen's husband. The standing man is believed to be Harry's brother George Austin.

The people described in the photograph are 'Lord' George Sanger, Ellen Sanger (nee Chapman), Ellen Austin (nee Coleman) and Marie Reeve. 'Lord' George Sanger took over Astley's Amphitheatre in 1871 and ran it until it was pulled down in 1893.
