Norwood served as Chairman of the Secondary School Examinations Council from 1921 to 1946. The Committee on the Curriculum and Examinations in Secondary Schools was appointed by the President of the Board of Education in October 1941 under the Chairmanship of Norwood. Its report “Curriculum and Examinations in Secondary Schools” was published in 1943. R.A. Butler's Education Act of 1944 followed. In 1946 the SSEC was reconstituted, Norwood being succeeded as Chairman by Sir Maurice Holmes
